After invoking Spotlight by hitting Command-F, I often search for files using the "File Extension" criteria. I use it so often, in fact, that I've added it to the pop-up menu.

Unfortunately, HoudahSpot doesn't give me the option of using "file extension" as my search criteria. I'm puzzled by this, because HoudahSpot seems to give me all of the many, many other Spotlight search options.

Why is "file extension" missing... and is there any way to activate it?

To HoudahSpot, file extensions are part of the file name. You may thus search for "file name ends in .txt" and find all files with the .txt extension.
