I'd like to exclude all emails and their attachments from the search criteria. I've tried excluding ~/Library (where deep down all of the attachments live), but that didn't work. I tried Content Kind is not Mail, which also did not seem to work. I did not find any posts that seem to address this one issue.

Any suggestions?

Content Kind is not Mail. Or, if it is another email type that is showing, create a "Kind is not ... ", and then drag in an example of the kind of email you don't want in the search results. Or, use the third button after each selection criterion, plus minus and then nest (looks like a sort button). Then add a not contains condition.

Thanks, that did the trick. Interestingly enough, I was using Content Kind is not Mail before, but apparently it doesn't immediately filter out all criteria as it builds the found list. Once I waited a (very) small amount of time, the Mail derived finds suddenly all disappeared.
